The Season 3 launch tuning and its baseline
Blizzard announced these Dragonflight Patch 10.2 adjustments for November 14, 2023 in North America, with the European reset on November 15. This is historical tuning, not an upcoming class update.
Tier-set comparisons used the last public PTR build. They should not all be read as reductions or increases from a previously live Season 3 set. Blizzard's original announcement states that distinction explicitly.
Augmentation and direct class changes
Augmentation's Ebon Might shared 6.5% primary stat instead of 8%. Close as Clutchmates effectiveness fell from 20% to 10%; Shifting Sands granted 15% less Versatility. These percentages describe different effects and cannot simply be added into one damage-loss percentage.
Unholy received damage increases across five sources. Retribution's ability damage rose 3%. Guardian gained two Rage per Mangle. Balance, Guardian and Restoration had their Cat Form energy-regeneration bonus raised from 35% to 50%, rather than their regeneration being set to 50% of normal.
Restoration's cat damage increased, with separate PvP exclusions stated for Rip and Ferocious Bite. Vengeance lost Parry chance from Illuminated Sigils; Discipline received absorption and damage reductions.
Tier sets: which specializations were affected?

A set adjustment changes the value of that bonus, rather than every spell or every player's total output by the same amount. These notes alone do not establish a specialization ranking or an encounter-specific gain.
