The one hard prerequisite is the Garrison level-2 Trading Post, which is the only way to access this faction — if it is not built yet, that comes first. The reputation itself is not weekly-capped: it comes from raw kills in Talador, so a booster farms it continuously rather than waiting on resets.

Sha'tari Defense standing is per-character and Alliance-only — Warlords of Draenor factions are not yet part of the Warband account-wide reputation system, which currently covers The War Within, Dragonflight, and Shadowlands. The mount and the Peacekeeper title are account-wide once earned; the Horde equivalent is the Laughing Skull Orcs, and an alt would need its own run for the standing.
