Although a literal reading of the tooltip might suggest this, Blizzard clarified that the spell actually counts 30 seconds' worth of SBS dot damage. So, no, targets won't instantly die at 35% HP.
Indiscriminate Carnage Redesign
Blizzard also addressed the concerns surrounding Indiscriminate Carnage. This spell has been redesigned to make Garrote and Rupture apply to 2 additional nearby enemies when used from Stealth and for 3 seconds after breaking Stealth. Blizzard acknowledged this issue and confirmed that they would remove the Stealth requirement for Indiscriminate Carnage.
