To begin this quest, you need to start by talking to Bobby Carlisle at the Valdrakken Inn. He will provide you with The Clerk's Notes, which will serve as your guide for this mission. Pay close attention to the details!

Next, head over to the top level of Vakthros in the eastern portion of the Azure Span. This is where the real adventure begins. Equip your Tricked-Out Thinking Cap and approach the door of the tallest tower. Use your cap to calibrate the tower door, unlocking its secrets.

As you make your way to the tower, keep an eye out for a pylon situated just to the right of it. Once you find it, take out your Torch of Pyrreth. Use the torch to illuminate the area and uncover a hidden tablet. This tablet holds valuable information that will aid you in your quest. Make sure to loot it and keep it safe.

If you don't see the tablet right away, don't worry. It has a tendency to respawn within 3-5 minutes. Just be patient, and it will appear.

Once you have obtained the tablet, return to Bobby Carlisle at the Valdrakken Inn. He and the staff there will be eagerly waiting to hear about your discoveries. Congratulations! You have successfully completed the "A Chilling Ascent" step of the Whodunnit?! achievement.
